Cpanel is a great tool for managing websites even for unexperienced users it's not that difficult to understand. It also holds a lot of advanced features, but those can usually be left untouched until needed. 

By CPanel hosting packages it meant that Cpanel is included in the monthly price you pay for your hosting. For 99% or more of all offered shared and reseller hosting plans Cpanel is included. In some VPS and dedicated server solutions it's not automatically included for the simple reason that some webmasters chose other alternatives. Why? Well, because CPanel / WebHostManager (WHM) isn't free as some people might think. Therefore some choses to run with free alternatives such as DirectAdmin or Ensim. Plesk is another useful web management tool, but as Cpanel also not free.
